On January 30, 2026, the Criminal investigation police of Hue city initiated criminal proceedings and placed Phan Van Thanh under temporary detention.
He was born in 1992 and resides in Kim Long Ward, Hue City. He is accused of violating traffic regulations by driving under the influence of alcohol.
According to the investigation, at around 7:30 p.m. on September 20, 2025, Thanh consumed alcohol before riding his motorcycle on Van Thanh Street in Kim Long Ward.
He was traveling from Thien Mu pagoda toward National highway 1, Hue detective.
While driving, Thanh failed to observe traffic conditions carefully and did not reduce his speed. As a result, he collided with a pedestrian who was crossing the road.
The collision caused serious injuries to the victim. Medical authorities later assessed the victim’s disability rate at 86 percent, indicating severe and long-term health damage.
At the time of the accident, authorities confirmed that Thanh had exceeded the legal alcohol limit and did not possess a valid motorcycle driving license as required by law.
